Decision of Remedy

As part of the Remedial Investigation potential applicable technologies were identified and screened using effectiveness, implementability and cost as the criteria.  Five alternative plans were created in response to the Brick Township Landfill.   The preferred alternative for the landfill is alternative 2 which called for the installation of a NJDEP Solid Waste Landfill Cap with Institutional Controls. This plans calls for a complete closure plan for the landfill in addition to site fencing and maintenance, institutional controls, ambient air monitoring, surface water runoff control, a passive venting system, and long-term groundwater monitoring.  The final system would have a constructed impermeable landfill cap with a geo-membrane liner plus an 18-inch low permeability soil layer and a 6-inch layer of earthen material.  The total capital cost comes to $7,700,000 with operation and maintenance costing $400,000 for 30 years with a total present net worth of $19,700,000 for a timeframe of 30 years. This alternative would also continue to prevent exposure to waste material and the contaminated groundwater, while acting to limit additional contamination of the groundwater.  Also, with this alternative the idea of a future use for the site is a possibility (Brick township landfill, 2008).
In the previous Remedial Investigation, completed by Ebasco Services Inc. the information provided was part of the basis for a 1992 NJDEP Decision Document calling for the installation of an impermeable cap over the landfill.  In 1994 the NJDEP took back the decision stating that there were no records of hazardous wastes being disposed of at the Landfill.  The NJDEP then directed the town to cover the landfill with two feet of soil and to monitor the groundwater.  Brick Township already covered the landfill with soil in 1979, so the remainders of the actions were to monitor the groundwater.  The NJDEP issued a letter in October 1994 stating that the alternative was unnecessary and the cap was never placed onto the landfill (Birdsall engineering inc.,2008).   Currently, the cleanup of the Brick Township Landfill is still in progress.  The last major milestone the landfill has passed was the final remedy was selected on September 30, 2008 and Brick Township Landfill still remains on the NPL.
